3. Grijalvas vote can't force the files to be released

She will sign the discharge petition, which will force the house to vote on a resolution to demand the files be released.

Then the resolution goes to the senate, and in the unlikely event it passes, to the president for signature, which will never happen.

Johnson just doesn’t want his members to have to go on the record, and risk either the wrath of the voters, or the wrath of Trump.

It’s a lose-lose situation, but it won’t result in the files being released.
