Probably Nazis and KKK members as well.

Basically, the dregs of society, the people who have been waiting for the opportunity to kill people without any sort of repercussions.

Heck, since Noem doesn't see the people being detained as human beings, they can probably rape them as well with no one giving a single fuck. They won't be given due process, so who's going to stop them from doing whatever they want?
