Make sure the barrel is raised a little

Cut a length of hose about 2X the length from rim to ground.

Immerse in the water to fill the whole hose

Take one end and whilst it is still submerged plug it with your thumb before lifting out of the water leaving the other end in.

Keep the plugged end plugged outside the barrel until it is well below the water level inside the barrel.

Put your watering can beneath the hose, remove your thumb and hey, presto! you are siphoning the water.
