2. Yes. I rebooted everything: PC, router, and printer.

All at the same time. Restarted PC, then router, then printer.

I also meant to note in my OP that the SSID the printer is connected to is, say, "Bob-Wifi," whereas the LAN name the PC is connected to is "Network 5." The PC is not connected directly to the WiFi because it is not WiFi capable; that's why it must be connected to the router over the ethernet LAN to find the printer.
