8. That's weird. Usually Safari will time out and give a "Can't connect" error.

The router configuration page isn't guaranteed to work (although you could check from another device whether it does or not). I just wanted you to try a site that didn't require an internet connection.

The only iPad settings I can think of that would prevent a web browser from working would be having Cellular Data off for the browser (if you have Cellular and the WiFi connection doesn't have an internet connection), or Screen Time restrictions enabled (e.g. scheduled Downtime, time limits for apps, or web content restrictions). It couldn't hurt to double check those - I had weird setting change issues in Screen Time when I first upgraded to iOS 14.
