after a few dozen, maybe a hundred, such killings, people could very well become much less inclined to protect minority victims from harassment
compound that with a few federal court decisions unraveling hate crime laws and protecting hate speech, then unleash AG Sessions new & improved DOJ to purge the population with impunity
and maybe a revisiting of Kristallnacht
that is where it ends -- or at least, where reliable internal record-keeping will cease
