There is a reason that limits are placed on things like scuba tanks, oxygen breathing apparatus, vehicle speeds, and exposure limits. There is a term for when something kills 50% of the time, but I can't remember what it is. This clearly may or may not kill someone. It depends on who, how, and where a person is hit. Will it kill an fetus? How about a baby or a child? A person with heart trouble? Balance issues?
Let me just say it. This is a deadly weapon. It's just not deadly 100% of the time.
