We spent a billion dollars on plans to implement "beneficial economic relief" for the American public and that was ignored due to the other side exploiting a human nature trait that is "tribalism".

I.e., you will have people (and do have people) living in or willing to live in "shacks" as long as their "shack" is considered "better than" anything the people they hate could ever obtain.

Until we find a way to redefine and eradicate the "negative" connotations and micharacterizations of "identity", we will NEVER prevail.
