to denigrate NY and NJ tribal recognition claims, Tribal Gambling laws allowing casinos on reservations competition for his business. He went before Congress in 1993, said tribal leader "didn't look Indian" to him.

Money, hypocrisy and transactional exchanges are what he is about. I would certainly be sceptical about this Lumbee recognition, too, if I was any other tribal leader.
