The reporter on MSNBC said that Collins voted to let the bill proceed but she wants the tax rate for upper income people to be higher.
Unfortunately, he did not give a lot of details and did not quote Collins exactly. But he seemed to imply strongly that she would vote no if this demand wasn't met.

I mean the chances of this happening are zero and nada. Why set herself up for that when she is obviously going to fold? Very strange.
