And now wanna get even with society in general.

3. Some of that may apply, but I feel that they are made up of those who did the shoving.

Bullying is all that they know. Once they became adults they had to ease off on their bullying because of laws and so on, but by joining ICE, they can bully to their hearts content and not have to deal with those pesky laws or that silly 'morality and ethics' stuff.
