Welcome to geopolitical whiplash. The United States had a plan to begin evacuating vessels from the Gulf, only to pause it in anticipation of a potential deal to end the war. Reports have since surged of a one-page memo that will wrap it up. Today, however, we explore what is actually in the memo. Wars do not end as the result of one piece of paper, but there is reason for cautious optimism here.
