The Department of Homeland Security on Monday told staff that it was reversing guidance issued last week that agents were not to conduct immigration raids at farms, hotels and restaurants — a decision that stood at odds with President Donald Trump’s calls for mass deportations of anyone without legal status.

to appease his cult? They want every brown person in the country removed and they'll scream bloody murder if Dear Leader makes any exceptions to his deportation-alooza. By "truthing" his false intentions to round them all up, that'll keep the Trump faithful happy.
He doesn't want to anger them. He hasn't wrung every last penny out of their bank accounts yet.
