AFAIK, there has been no court ruling on the diversion of funds to the BOP.

Biden succeeded in forgiving student debt for small segments of people, until the courts blocked him- then he would move another narrowly defined segment of borrowers not covered in the previous ruling, and forgive their debt, until the courts intervened again.

This is called abuse of power at the very least and theft if they can trace a single dime of it going to him or his family.

He has no discretion on how to spend money appropriated by Congress for programs they have signed into law.
