The only person who can determine what is and is not an imminent threat is the president, Gabbard said during questioning from Sen. Jon Ossoff of Georgia.
The committee continued to press Gabbard over what the intelligence community concluded about Irans nuclear program before the war, given that a written version of her statement said Irans nuclear capabilities had been obliterated with no efforts since to rebuild after U.S. strikes last year.
It is not the intelligence communitys responsibility to determine what is and is not an imminent threat, Gabbard said. That is up to the president, based on the volume of information that he receives.

___Gabbard had long been explicit in her insistence that a president cannot unilaterally decide to attack another country in anticipatory self-defense. Shed even co-sponsored the No More Presidential Wars Act in 2018, which stated that the president must seek congressional authorization prior to any engagement of the U.S. Armed Forces against Syria, Iran, or Russia. It was not surprising when, in spite of Trumps determination that Soleimani had posed an imminent threat, Gabbard insisted that the president had committed an illegal and unconstitutional act. Gabbard also warned that a war against Iran in particular would be so costly and devastating that it would make the wars in Iraq and Afghanistan look like a picnic.

I just came from the intelligence briefing that the administration came and brought to Congress. Really they provided vague comments, no justification whatsoever for this illegal and unconstitutional act of war that President Trump took, Gabbard told CNNs Jake Tapper on The Lead.
...President Donald Trump, Secretary of State Mike Pompeo and top military officials have offered various explanations for targeting Soleimani. Among the explanations was citing an imminent threat from Soleimani to carry out a significant campaign of violence against the US in the coming days, weeks or months, said Chairman of the Joint Chiefs Mark Milley.
Asked if she believed the imminent threat claim, Gabbard added: No, they failed to provide any compelling information to prove their point of imminence, and really it brings us to the central question here, which is: Is our countrys national security better off because of Donald Trumps actions and decision? And the answer to that is, no.

President Trump has committed an illegal and unconstitutional act of war, pushing our nation headlong into a war with Iran without any authorization from Congress a war so devastating and costly it would make our wars in Iraq and Afghanistan look like a picnic.
In doing so, he has undermined our national security in two critical ways. Number one, Iran is no longer complying with the Iran Nuclear Agreement and is quickly speeding forward in developing their nuclear weapons capability, putting us and the world at greater risk.
Number two, our troops in Iraq are no longer focusing on preventing a resurgence of ISIS and Al-Qaeda, instead all of their efforts are now focused on Iranian forces and Iranian-backed Shia militias.
Congress must act today to stop further escalation of this war. Vote yes on H.Con.Res.83 to uphold the Constitution, which we all took an oath to support. Vote yes to stop Trumps war with Iran.
