This was in reply to Lawrence O'Donnell's comment on Trump reversing his reversal regarding no longer having ICE raids on places of business, restaurants, and farms.
In case you're confused, ICE will be raiding all those places again, after Trump's short lived decision not to do so.
The implication by Senator Padilla was that perhaps Stephen Miller is calling the shots, and he wants the ICE agents to keep attacking these people.

I think a lot of people are beginning to question whether or not Trump is actually in charge in the White House.
