This happened when it became obvious that Andrew was going to be served with lawsuits and summonses by Virginia Roberts' lawyers. Andrew knew that his mother was going to hear everything anyway, and he preferred that she hear it from him.
The Queen told him immediately to resign from all of his speaking engagements and appearances representing the royal family. He was to keep out of sight and out of the media as much as he could manage. They tried to keep it hushed up as much as possible, when Andrew's lawyers made offers to settle the lawsuit etc. I think there were 2 lawsuits, one in the US and one in Britain. A lot of it was posted on DU because that's where I read about it.
